Job Overview

The Institute of Development Management invites applications from suitably qualified and experienced candidates for the position of Procurement Officer. The successful candidate will support the institution in strategic procurement and take full responsibility for the procurement function, ensuring compliance with institutional policies, procedures, and applicable public procurement regulations.

Key Responsibilities

Procurement planning and execution; contract management and performance monitoring; lead development and review of procurement policies and SOPs; develop and implement procurement plans aligned with organizational goals; prepare tender documents and manage bidding processes; source and evaluate suppliers to ensure quality and cost-effectiveness; monitor procurement risks and implement mitigation strategies; ensure compliance with procurement laws and internal policies; maintain accurate procurement records and documentation; handle import/export documentation and ensure compliance with customs regulations; manage vendor relationships and stakeholder engagement; liaise with internal departments to forecast procurement needs and develop specifications; participate in procurement committees and prepare reports for management.

Minimum Qualifications and Experience

Bachelor’s degree in Supply Chain Management, Logistics, Business Administration, or a related field; Chartered Institute of Procurement & Supply (CIPS) accreditation is mandatory; minimum of 5 years’ experience in procurement and supply chain management, preferably within public procurement or regulated environments; proven experience in tender management, contract administration, and supplier performance management; experience with ERP or e-procurement systems is an added advantage.

Key Competencies

Strong knowledge of public procurement regulations and institutional policies; strategic planning and organizational skills; high level of integrity and ethical conduct; strong attention to detail in handling procurement documentation; excellent negotiation and supplier management skills; effective project management abilities to oversee procurement processes from start to finish.

Salary Range

Estimated E300,000 – E550,000 per year (Eswatini Lilangeni), depending on qualifications and experience.
